One platform for knowledge, people and decisions.
The Enterprise Intelligence Platform, powered by Decision Infrastructure™. This page explains what the platform does, how people use it, how Wise Owl supports them and how it fits your environment.
Insights, Network and Solutions support the work throughout.
They are not consecutive steps. People move between them in any direction, and Wise Owl supports the work in each.
Insights
Brings together the organisation’s knowledge library, approved external knowledge, and data and evidence.
- Browse, search and bookmark policies, guidance, research, case studies and media
- Draw on approved external sources, including selected SharePoint repositories where connected
- Check each source’s date, limitations and relevance before relying on it
People see only what they are permitted to see. New material is reviewed before it is published to the library.
Network
Helps people find expertise, build connections and take part in shared activity across the organisation.
- Find colleagues through profiles, skills and experience
- Join communities built around shared interests or responsibilities
- Discover events and opportunities the organisation offers
People choose whom to contact or invite. A profile suggests relevant experience; it is not evidence in itself.
Solutions
Helps people work on practical problems and reuse what the organisation has already learned.
- Raise a Challenge and invite contributions
- Work on a real problem over time in an Action Learning Set
- Read published decisions, outcomes and Impact Review findings before starting again
Only explicitly published outcomes are shared for reuse. Completed Decision Receipts stay private until their owner chooses to publish.
Start with a conversation. Add structure only when it helps.
People choose how to work, and each route stands on its own. Work can move from one route to another when the question calls for it, and each source keeps its own participants and permissions.
Conversations
Ask questions, exchange knowledge, seek advice and coordinate work, one to one with Wise Owl or a colleague, or in a group.
Participants decide who joins and whether Wise Owl takes part. A conversation becomes more formal only if people choose to take it further.
Structured Discussions
Consult a defined public or private audience on a clear question, keeping the brief, contributions and outcome together.
The responsible owner records the outcome. Participation or a poll alone does not establish consensus; Wise Owl can summarise but not conclude.
Action Learning
A small, facilitated group works on a real Challenge over time through six stages, ending with Decision Governance and Learning Capture.
The facilitator and members approve each stage. Approving a proposal does not show it has been implemented.
Decision Hubs
Bring related work together when a decision needs explicit ownership, evidence, options and later review.
An owner, and up to two co-owners, approve the decision, which is recorded in a Decision Receipt. Everyday work can continue without a Hub.
Wise Owl supports people. People keep authority.
For each task, Wise Owl brings together the relevant knowledge, context and specialist capabilities, so people can understand information, explore questions and prepare better-informed decisions. Responses are checked automatically before they are shown. That is separate from human approval: people decide on commitments, decisions and publication.
Help within the work in hand, using only material the people involved are permitted to see.
Evidence, uncertainty and options set out clearly, for people to question and challenge.
Specialist capabilities selected and coordinated as each task needs them.
Decisions, commitments and publication remain human choices.
A1–A10 · The specialist capabilities Wise Owl draws on
Wise Owl is designed around ten specialist capabilities. For each request it selects only those the task needs. They are not separate agents, they are not visible as separate assistants and they do not run in a fixed sequence.
- A1Problem framing
- A2Evidence and context
- A3Uncertainty mapping
- A4Option generation
- A5Reasoning and synthesis
- A6Maturity and governance support
- A7Pathway advice
- A8Human interface
- A9Governance and audit
- A10Memory and learning
Which capabilities are active depends on each organisation’s configuration.
Established ways of reasoning, built into everyday work.
You do not need to learn these methods to use HOW. They shape how the platform helps teams frame problems, test options and record decisions.
How the Hybrid Decision Cycle, Action Learning and Wise Owl’s capabilities differ
The Hybrid Decision Cycle
Described in HOW’s academic papers: problem framing, uncertainty identification, knowledge aggregation, multi-agent analysis, human deliberation, decision structuring and governance review. It describes how good decision reasoning can be structured; it is not a workflow every user must follow.
Action Learning stages
Used only inside an Action Learning Set: Problem Framing, Structured Challenge, Knowledge Integration, Option Development, Decision Governance and Learning Capture. Members approve each stage; Wise Owl never advances a stage itself.
Specialist capabilities A1–A10
The internal capabilities Wise Owl selects as a task needs them. They support any route of work and are not a sequence of agents.
A clear record when it matters. Shared only by choice.
-
Decision approved
In a Decision Hub, the owner or co-owner approves the decision. Wise Owl prepares material; it does not decide.
-
Receipt completed
The Decision Receipt records the evidence, assumptions, options, reasoning, owners and intended outcomes.
-
Private by default
Completing a receipt does not publish it. It stays visible only to its owners.
-
Published by choice
If the owner publishes, the outcome becomes available for reuse within the organisation, and an Impact Review can compare results with intentions.
Published means available within your organisation’s access controls, not public. An owner can return a receipt to private, which removes it from shared learning.
Governance proportionate to what is at stake.
People make consequential decisions, approve stages and choose what to publish.
Most exchanges need no formal approval. Additional review applies where an organisation’s governance configuration requires it.
Wise Owl responses are checked automatically before they are shown, with sources cited where supported.
Linking or publishing work never widens access to the sources behind it.
Each organisation’s membership, configuration and private work are kept separate.
Governed and administrative actions are recorded with the person responsible and the time.
Works alongside the tools people already use.
Each item below shows its current status. Integration scope is configured and validated for each organisation, and may depend on its architecture, permissions, licensing and security requirements.
